While I'm know there is a theoretical answer for this question, in application what is the difference between defining a private VLAN and simply creating a a VLAN and not assigning it an IP address?

Private VLANs behave differently at layer two. Check out Basic Private VLAN Configuration.

Adding little more, Protected ports under switch configuration was another and legacy way of doing almost similar thing with some differences. But on the other hand to Run PVLANs your switch needs to be Transparent Mode.

But from a practical standpoint where i really don't care about the waste of IPs (this is on the private side), is there a security difference between the two? Can a packet it make its way from VLAN A to VLAN B if there is no IP address set on the VLAN router for one of the VLANS?
